Official Plan Amendment OPA 11-001/P

Planning & Development Report PD 29-11 will be considered at the Council Meeting of September 19, 2011.  The proposed Official Plan Amendment application would implement portions of the Central Pickering Development Plan by incorporating Neighbourhood Plans 17, 20 and 21 into the Pickering Official Plan. 


Seaton Neighbourhood Planning Review
The following events were held as part of the Seaton Neighbourhood Planning Review (SNPR).

Seaton Open House

Location:  Pickering Civic Complex, Lobby
Purpose:  To provide information and obtain comments on recent work that has been prepared through the SNPR, including:  The Neighbourhood Plans, The Sustainable Placemaking Guidelines, and The Staged Servicing and Implementation Strategy.

Special Meeting of Pickering Council

Location:  Pickering Civic Complex, Council Chambers
Purpose:  To consider the recommendations of a Report to Council respecting The Neighbourhood Plans, The Sustainable Placemaking Guidelines, and The Staged Servicing and Implementation Strategy

Background
Seaton is generally bounded by Highway 7 on the north, Sideline 16/Ajax boundary on the east, the CP railway on the south, and West Duffins Creek on the west.
 
The Seaton Neighbourhood Planning Review (SNPR) commenced in late 2009.  Council retained a multi-disciplinary consulting team, lead by Sorensen Gravely Lowes Planning Associates Inc. to assist the City.  In June 2010, various background reports were released.  During the fall of 2010, a collaborative process took place between the City of Pickering, Province of Ontario, the Toronto and Region Conservation Authority and the Seaton Landowners Group which lead to an amendment to the Pickering Official Plan that will provide the necessary policy framework for the development of Seaton.   The amendment is known as the “Seaton Conformity Amendment” and the parties have agreed to seek the Ontario Municipal Board’s approval of this Amendment at a hearing to be scheduled later this year.
 
The agreement of the Province and the Seaton Landowners Group with the Seaton Conformity Amendment is conditional on their review and acceptance of Neighbourhood Plans, Sustainable Placemaking Guidelines and a Staged Servicing and Implementation Strategy.  A tight timetable for completion of the work was identified in the agreement, and thus, the need for the Special Meeting of Pickering Council.

Seaton Conformity Amendment

The City of Pickering, Province of Ontario, Ontario Realty Corporation, Toronto and Region Conservation Authority and Seaton Landowners Group have reached agreement on an amendment to the Pickering Official Plan that will provide the necessary policy framework for the development of Seaton.  The amendment is known as the “Seaton Conformity Amendment”  and the parties have agreed to seek the Ontario Municipal Board’s approval of this Amendment at a hearing to be scheduled later this year.  The agreement of the Province and the Seaton Landowners Group with the Seaton Conformity Amendment is conditional on their review and acceptance of Neighbourhood Plans, Development Design and Sustainability Guidelines, and a Staged Servicing and Implementation Strategy for Seaton, which are all currently under preparation.

Meeting Notice, Issued February 9, 2011

  • The Ontario Municipal Board will conduct a prehearing conference on Seaton starting at 10:00 am on Wednesday, March 30, 2011 in the Council Chambers, City of Pickering.  The Board has set aside two (2) days for this conference.  The conference will deal with preliminary and procedural matters, including:  Identification of parties; Identification of participants; Identification of issues; Possibility of settlement on any or all of the issues; Start date of the hearing; Duration of the hearing; The hearing of motions and such further matters as the Board considers appropriate.
