Seaton Community
Name of Study The Central Pickering Development Plan (CPDP) Regional Services Class Environmental Assessment (EA)
Brief Description Durham Region is currently undertaking a study for the provision of regional services to the Seaton Community. The CPDP Regional Services Class EA builds on the CPDP completed by the Province in 2006 and will be conducted in accordance with the Ontario and Canadian Environmental Assessment Acts. In doing so, the Class EA will meet both the Municipal Engineers Association (MEA) and Ministry of Energy and Infrastructure Class EA planning processes, and develop a servicing plan that will form the basis for implementation of regional water, wastewater, transportation, and transit systems for the Seaton Community in Central Pickering. In addition, the Region has chosen to undertake a separate Class EA process for the service facility component of the regional services

To provide the regional services, three projects are being undertaken with water and wastewater completing Phases 1 and 2 (Schedule B) and transportation and transit as well as service facilities completing Phases 1 to 4 (Schedule C) of the MEA Class EA process. The Class EA process finishes off with the issuance of a Notice of Completion and public review period for the Project File Report for the Schedule B project and an Environmental Study Report for the Schedule C projects. The reports will document a preferred servicing strategy for Central Pickering Development Plan area, including property ownership issues with respect to right-of-way and easement requirements.

Consultants Durham Region has retained GENIVAR Consultants LP as the prime consultant undertaking the Class EA study. The consulting team includes the sub-consultants: Archaeological Services Inc., Hardy Stevenson & Associates, HDR/iTRANS, LGL Limited, SENES Consultants Limited, and Unterman McPhail Associates.
Status

The first Public Information Centre (PIC) was held on June 16, 2010.   PIC No. 1 provided an opportunity for interested stakeholders to learn about the project (including the project background), potential alternatives, evaluation process of the alternatives, and next steps. The second PIC is anticipated to be held in June 2012 and will identify preferred alternatives.

The Class EA study commenced in December 2009.

Other Comments

 

The Class EA process is expected to take until the end of 2012 to complete. Project information will be communicated to the public and interested agencies periodically through public meetings, notices and newsletters. This information will be distributed by mail, advertisement in local newspapers and will be available on the Region of Durham and City of Pickering websites.
