“LEASH FREE” AREAS AND REGULATIONS
PRESENTATION AND OPEN HOUSE

Staff from the Operations &
Emergency Services Department and the Animal Services
Section of the Clerks Division has been reviewing various
options concerning the possible establishment of “Leash
Free” areas for dogs in Pickering.
Staff are prepared to
recommend to City of Pickering Members of Council that the
areas identified in the maps attached to this notice be
considered as “leash free” for a six month trial period.
Only one area will be designated for a trial period. The
final report incorporating the staff findings and
recommendations and input from this May 15, 2008 public
meeting is expected to be made to Council at the June 9,
2008 Executive Meeting.
The staff recommendations
will include the requirement for a Dog Owners Group,
comprised of at least six members for the area. The group
will be responsible for:
- observing the behaviour
of dogs and owners using the area; specifically
identifying and educating irresponsible pet owners
and advise Animal Services if enforcement of violations is
required
- perform “Dog Watch”
duties to identify and educate irresponsible pet owners
- organize “off leash”
area cleanups at least four times per year
- repair areas damaged
from dogs digging
- consult with animal and
by-law services for enforcement as required
