The
Clerks Division is a team
lead by the City Clerk dedicated to providing a variety and diversity
of services to Council, constituents and staff. The Clerks
Division is committed to ensuring high-quality services are provided
in a cost-effective, professional and impartial manner. The
Clerks Division staff is located in five main areas of the Civic
Complex including: print / mail room, Councillors'
Office, Clerks main office and By-law Enforcement. In accordance
with the statutory responsibilities assigned by the Municipal
Act, and other responsibilities as directed by Council, the

Municipal
Elections
In accordance
with the Municipal Elections Act 1996, as amended, the next
Municipal Election will be will be held in November 2010.
The City
Clerks
Division conducts the Election including compiling and finalizing
the voters' list, providing public notification of the election
process, establishing voting locations, recruiting and training
election officials, and tabulating and publishing the election results.

In accordance
with the Municipal Act, the City Clerk is responsible for
recording all resolutions and decisions of Council, and retaining
all originals of by-laws and minutes. The Records Management
Team develops records management policies governing the collection,
use, retention and disposition of all Corporate Records. To

Municipal
Freedom of Information and Protection of Privacy Act
The creation,
collection, use and disposition of all corporate records, regardless
of medium (e.g. electronic, paper, video, etc.), are governed by
the rules set out in the Municipal Freedom of Information and Protection
of Privacy Act.
This Act came
into effect on January 1, 1991 and governs all records in the custody
and control of the City regardless of when they were created. The
principle of the Act is to promote the freedom of information in
the custody and control of the City while protecting personal information
(e.g. any information which would disclose an identifiable
individual).
To request access
to a City record, an informal request must first be submitted to
the Department / Division responsible for that record series. If unsuccessful,
a formal, written request may be submitted, along with a $5.00 application
fee, to:

regular office hours (8:30 am to 4:30 pm) from Monday to Friday.

The City of
Pickering issues a variety of licences, which assists in regulating
select activities and ensuring health and safety to our community.
The application process and associated fees vary depending on the
type of licence required. For all licences, with the exception
of the Home Based Business licence, the applicant must attend the

The City of
Pickering may issue lottery licences only for "charitable gaming
events."
What
is a "charitable gaming event"?
"Charitable
gaming" refers to lottery schemes permitted by a licence under
the Criminal Code of Canada. Typically these may include:
bingos, raffles, break open tickets.

Who can get a licence to conduct a lottery
scheme?
Canada's Criminal
Code permits charitable and religious organizations to conduct a
lottery scheme to raise funds pursuant to a licence being issued.
Organizations must have demonstrated charitable or religious mandate
to qualify. The courts have determined that the term "charitable"
refers to organizations which provide programs for:
- the relief
of poverty
- the advancement of education
- the advancement of religion
- other charitable purposes beneficial to the community
The following
pre-requisites are mandatory to be considered eligible for a lottery
licence:
- Organizations
must have been in existence for a least one (1) year before being
considered eligible for lottery licences.
- The organization must have a place of business in Ontario, demonstrate
that it is established to provide charitable services in Ontario
and use proceeds for objects or purposes which benefit Ontario residents.
The primary
purposes of an organization are determined by considering:
- the mandate
of the organization as set out in its incorporation documents
or documents stating the organization's objects
- the objects
of the organization as described in its application for licence
- the services
which have actually been provided by the organization to the community
What
types of organizations are not charitable for lottery licensing
purposes?
Types of organizations

- social clubs
- professional
associations, unions, employee groups
- elected representative
groups including municipal, regional, provincial and federal governments
- government
ministries, agents or bodies
- political
lobby groups

How
do I apply?
Prescribed applications
are available in the Clerks Division, Civic Complex, One The Esplanade,
during normal office hours (8:30 am to 4:30 pm). The completed
application must be submitted with the appropriate fee as prescribed
in the Terms and Conditions issued by the Province of Ontario.
The completed application will be assessed to determine eligibility
and for accuracy. A minimum of two weeks is required to process
a lottery application.

of Pickering, you must qualify and acquire a valid licence.

Signs
The City of
Pickering Sign By-law
2439/87, as amended, regulates the placement
of portable, pylon, election signs and other advertising devices.
No person shall
erect, maintain or structurally alter any sign unless and until
a permit is obtained from Clerks Division.
Completed applications
must be hand-delivered to the Clerks Division, Civic Complex, One
The Esplanade, Pickering during normal business hours (8:30 am to 4:30
pm). Along with the completed application you must
submit four (4) sets of the following documentation:
- block plan
showing the street line and the other boundaries of the lot on
which it is proposed to erect such sign, and the location of the
sign upon the lot in relation to other structures on such lot
and / or upon the lots immediately adjoining thereto;
- complete
plans and specifications covering the construction or structural
alteration of the sign and the supporting framework;
- plans of,
and such other information with respect to, any building upon
which it is proposed to locate the sign as an Inspector may require;
and
- the consent
in writing of the owner or occupant of the lot upon which such
sign is to be erected, giving permission to the Inspector to come
upon the said lot or any building located thereon at any time,
for the purpose of inspecting such signs as may be erected thereon.
Completed applications
shall be reviewed by:
- the Chief
Building Official who shall determine if the application complies
with the Ontario Building Code;
- the Fire
Chief, who shall determine if the application complies with the
Ontario Fire Code; and
- the Director
of Planning who shall determine zoning compliance and if the proposed
structure is not in conflict with an approved site plan.
A By-law Enforcement
Officer will advise the applicant by telephone if the application
is approved or denied.

Licence to the Bride or Groom / or both, we require
identification for BOTH FUTURE BRIDE AND GROOM in the form of:
- A current passport (which
includes a photo), or an original birth certificate

Health Card), i.e. driver's
licence, permanent resident card, Canadian Citizenship
card, is required for
both applicants.
A certified translator must
translate documents in a language other than English or

Exchange your wedding vows in a
non-denominational setting.
Civil Marriage Ceremonies will be
performed by the Municipal Clerk and / or designate, Monday through
Friday from 9:00 am to 3:30 pm in the Council Chambers, One The
Esplanade, Pickering.
The fee for this service is $250.00
and can be made by cash, debit or visa. Please be advised that a
Marriage Licence is required before the booking of the ceremony can
be made. The fee for a Marriage Licence is $100.00.

We do not issue Birth, Death or Marriage Certificates.

Infractions
The following
list represents the most commonly committed parking offences.
No person shall
park / stop a vehicle in any of the following places:
- In a Handicapped
Zone unless a permit is in effect and on which an identifying
marker is properly displayed and the vehicle is being operated
by or is conveying a physically handicapped person.
- Along any
private roadway designated as a Fire Route.
- Parked
facing the wrong way to oncoming traffic or parked facing the
correct way but wheels greater than 15 centimetres out from the
curb.
- On or over
a sidewalk or footpath.
- Commercial
vehicle on any highway during prohibited times or days unless
the commercial vehicle is actually engaged in the loading and
unloading, delivery and receipt of goods, wares, merchandise or
passengers to adjacent premises.
- In front
of a driveway or laneway or so as to obstruct vehicles in the
use of a driveway or laneway.
- On private
property without the authority from the owner or occupant of such
property.
- On municipal
property where by means of one or more signs, it is indicated
that such parking or leaving is not authorized.
- In a prohibited
area.
- Within 10
metres of an intersecting roadway.
- On a highway
for a period longer than three (3) hours.
- On a highway
in such a manner as to interfere with the movement of traffic
or the clearing of snow from the highway.
- Within 3
metres of a fire hydrant.

Where
can I pay my parking ticket?
It is now possible to pay your ticket online. Click

Parking
ticket payments may be mailed or delivered along with your parking
ticket to the Clerks Division, 2nd floor, Pickering Civic Complex,
One The Esplanade, Pickering, ON, L1V 6K7. Cheques or money
orders must be payable to "City of Pickering" and should
include the number of the Parking Infraction Notice. If you
are attending the Clerks Division to make payment, you may pay
by cash or Interac in addition to cheque or money order.
Please note, NSF cheques will be subject to an administrative charge.
An administrative fee is payable if the fine goes into default and
the information may be provided to a credit bureau. Please
allow sufficient time for your payment to be delivered.
How
can I dispute my parking ticket?
If you wish a review of the infraction, you must call
905.420.4611, between 8:30 am and 4:30 pm to make an appointment.
First Attendance Times (parking ticket reviews) are scheduled for
Tuesdays and Thursdays between
9:00 am - 11:30 am and 1:00 pm - 4:00 pm. At the appointment time you may discuss
the parking infraction. If you do not wish to discuss the ticket, you may attend the office
between the hours of 8:30 am and 4:30 pm and complete a Notice
of Intention to Appear In Court, and a court date will be arranged
for you.
What
if I just don't pay my parking ticket?
Failure to pay the fine imposed upon conviction will result in an
order that your Ontario Vehicle Permit not be renewed and no new
permit be issued to you until the fine and all court costs and fees
have been paid.
