2010 Municipal Elections

In accordance with the Municipal Elections Act 1996, as amended, the next Municipal Election will be held Monday, October 25, 2010.

Under the Act, the City Clerk is responsible for conducting the elections in the City of Pickering for the offices of Mayor, Regional Councillors and City Councillors. Additionally, the City Clerk is responsible for certain aspects of the elections of members of school boards, as set out in the Education Act and associated regulations.

The Clerk's Office conducts the Election including compiling and finalizing the voters' list, providing public notification of the election process, establishing voting locations, recruiting and training election officials, and tabulating and publishing the election results.

This web page is intended to communicate relevant information pertaining to the 2010 Municipal Elections. As dates, processes and other details are finalized, this page will be updated accordingly.

Nominations will be accepted the first business day after January 1, 2010 which will be January 4, 2010.  The last day to file Nominations is Friday, September 10, 2010 by 2:00 pm.

Elector Qualifications - Who can vote?

Qualifications of Electors

(2)  A person is entitled to be an elector at an election held in a local municipality if, on voting day, he or she,

(a) resides in the local municipality or is the owner or tenant of land there, or the spouse of such owner or tenant;

(b) is a Canadian citizen;

(c) is at least 18 years old; and

(d) is not prohibited from voting under subsection (3) or otherwise by law. 2002, c. 17, Sched. D, s. 5 (2); 2005, c. 5, s. 46 (1).

Persons prohibited from voting

(3)  The following are prohibited from voting:

1. A person who is serving a sentence of imprisonment in a penal or correctional institution.

2. A corporation.

3. A person acting as executor or trustee or in any other representative capacity, except as a voting proxy in accordance with section 44.

4. A person who was convicted of the corrupt practice described in subsection 90 (3), if voting day in the current election is less than five years after voting day in the election in respect of which he or she was convicted. 1996, c. 32, Sched., s. 17 (3); 2006, c. 9, Sched. H, s. 4.

Prospective candidates must satisfy themselves through their own determination that they have complied with election financing regulations and that they are qualified to run.

Why should I vote?

Your vote makes a difference! By voting for a Mayor and Councillors, you are helping set the future direction of your community. The City provides the day-to-day services you count on - from Fire and Police, to clean water, roads, and garbage collection, to parks, recreation facilities and public libraries (to name a few). City Council decides how your property tax dollars are spent and establishes the level and range of municipal services available in your community. That's why your vote makes a difference!

What do I do if my name isn't on the Voters List?

The Municipal Property Assessment Corporation (MPAC) is responsible for supplying the City of Pickering with the Voters List for municipal elections. Once received from MPAC, the City will make the list available for public inspection, and modify the list as required to ensure accuracy.

The preliminary Voters List showing the names of all persons entitled to vote in the October 25, 2010 Municipal Elections will be available for public inspection at the following locations, commencing on September 2, 2010.

  • Clerk's Office, Second Floor, Civic Complex, One The Esplanade, Pickering

  • Pickering Public Library, Central Library, One The Esplanade, Pickering

  • Pickering Public Library, Claremont Branch, 4941 Old Brock Road, Pickering

  • Pickering Public Library, Greenwood Branch, 3540 Westney Road, Pickering

  • Pickering Public Library, Petticoat Creek Branch, 470 Kingston Road, Pickering

  • Pickering Public Library, Whitevale Branch, 475 Whitevale Road, Pickering

If you qualify and your name is missing from the Voters List or the information is incorrectly shown, you must file an application for revision during the period starting September 2, 2010 to October 25, 2010 (Voting Day).

Applications are available in the Clerk's Office and may be filed during this period between 8:30 am to 4:30 pm, Monday through Friday, at the Pickering Civic Complex, One The Esplanade. Applications may also be made on October 25, 2010 (Voting Day) at the elector's respective voting location.

How can I work in the election?

Applications for election officials will be available through this site and at the Clerk's Office by the end of June 2010.

What if I am not able to attend the voting location?

A person who is not able to attend the voting location on either of the advance voting days or on Voting Day may appoint another person as a voting proxy to vote on their behalf.

The following rules apply:

  • The person acting as a proxy must also be an eligible elector in the City of Pickering.

  • No person shall appoint more than one voting proxy and no person can act as a proxy for more than one person unless the relationship between the proxy and the persons for whom they are voting are their spouse, same-sex partner, a sibling, parent, child, grandparent or grandchild.

  • Proxies can only be appointed after the time for withdrawal of nominations has expired for all offices for which the election is being conducted. The earliest day for appointment is September 10, 2010.

  • To appoint your voting proxy, you must complete the prescribed form, which will be available on the City's website or at the Clerk's Office, after September 13, 2010.

  • The person appointed as proxy must attend the Clerk's Office, Second Floor, Civic Complex, One The Esplanade, during normal office hours.

  • The person appointed for proxy must attend the voting location designated for the elector for whom they are voting.

  • The person appointed for proxy is still entitled to vote in his/her own right at their appropriate voting location.
