FRENCHMAN’S BAY HARBOUR ENTRANCE
CLASS ENVIRONMENTAL ASSESSMENT
Project Location
Frenchman’s Bay is located on the
north shore of Lake Ontario in the City of Pickering, in the
Region of Durham. Frenchman’s Bay is home to a number of boating
clubs and marinas and has provided a natural calm water harbour
for over a century. The harbour entrance is located at the
mid-point of a natural beach bar separating Frenchman’s Bay from
Lake Ontario.
Background
Harbour entrance improvements
were identified as a priority in 2005, as part of the “Framework
for a Five Year Implementation Plan for Pickering Waterfront and
Frenchman’s Bay”. Harbour entrance improvements would involve
the construction of a new harbour entrance, a long-term dredging
plan and improvements to public access.
Purpose
The Frenchman’s Bay Harbour
Entrance Project will result in the creation of a safe harbour
entrance that supports the marine functions of the Bay, while
preserving or enhancing the ecological conditions of the Bay.
The project will also consider opportunities for improved public
amenities, waterfront access, and trails. This project is an
integral part of City of Pickering’s overall commitment to make
the Pickering Waterfront a place that achieves a wide range of
objectives including public use and recreation, environmental
sustainability, enhanced tourism opportunities and commercial
linkages.
Funding
In 2007, the Province of Ontario
provided the City of Pickering with a grant of $300,000 to
complete an Environmental Assessment, Work Plan, and Financing
Strategy to improve the harbour entrance. On May 20, 2008, City
of Pickering Council authorized TRCA ‘to assume a leadership
role in the partnership with the City of Pickering to undertake
this work’.
The Process
The City of Pickering will be
following the approved Municipal Environmental Assessment (MEA)
Class Environmental Assessment, Schedule C process. This process
has five phases, described below.

solutions to the problem

- Prepare detailed
inventory of the environment
- Identify positive and

– Select Preferred Design
- Identify alternative
design concepts for preferred solution
- Identify net positive
and negative effects of each alternative design concept
including mitigation measures
- Evaluate alternative
design concepts
- Consult with review
agencies and public
- Select/confirm preferred
design concept
- Prepare preliminary
designs for preferred solution
Phase 4
– Prepare Environmental Study Report (ESR)
- Prepare ESR and
circulate for agency/public input
- File the ESR for 30 day
review and issue Notice of Completion
- Respond to any Part II
Order requests
Phase 5
– Detailed Design and Approvals
- Pending Minister of the
Environment’s approval, complete detailed designs,
incorporating mitigation measures and fisheries
compensation plan
- Property Acquisition
- Prepare Financing
