City of Pickering – New Operations Centre
Municipal Class Environmental Assessment

The City of Pickering initiated a Municipal Class Environmental Assessment (EA) Study for a new operations centre in 2010.  The Study was being carried out in accordance with the planning and design process for Schedule ‘C’ projects as outlined in the Municipal Engineers Association (MEA) Municipal Class EA document (October 2000, as amended in 2007), which is approved under the Ontario Environmental Assessment Act.  One Public Information Centre (PIC) was held as part of the Study in May 2011 to provide a description of the problems/opportunities, an assessment of alternative solutions, the evaluation of the alternative sites, and identify the recommended site. 
 
Amendments were proposed to the Municipal Class EA document on January 11, 2011.  The public was provided the opportunity to submit comments and provide feedback until February 25, 2011.  The amendments were approved on August 17, 2011 and, as such, please be advised that this project (the establishment of a new patrol yard or maintenance facility) now conforms to Schedule ‘A’ of the Municipal Class EA process and is a pre-approved project.  Additional information pertaining to this amendment can be found on the MEA’s website (www.municipalclassea.ca). 
 
To date, the Study determined that a new operations centre facility was required to best address the City’s operational needs/requirements and based on the projected population growth within the City.  The current plans are for the existing operations centre to be decommissioned and redeveloped as a future school site as part of the Duffin Heights neighbourhood. 

The proposed location for the new operations centre site is located on the south side of Clements Road.
