On June 29, 2004, Pickering Council received Report PD 22-04 on Phase 2 of the Growth Management Study, endorsed a Structure Plan as the basis for preparing official plan amendments, and authorized staff to commence Phase 3.  Phase 3 is the preparation of detailed neighbourhood plans.

Although a recommended phasing plan was identified in the Phase 2 Reports, phasing and other implementation details will be addressed in a subsequent staff report to Council.

The City's consulting team, led by Dillon Consulting Limited, has completed the required Phase 2 Reports.  

Items 1 and 3 are extremely large files - there will be a noticeable delay while the documents load.

Executive Committee endorsed Report PD 11-04, subject to Council’s approval on March 1, 2004, which in part recommended that Council endorse for consultation the Phase 2 Reports and direct staff to circulate the Phase 2 Reports to appropriate agencies and the public for review and comment.

October 2003:
Design Workshop

Thank you to everyone who participated in the City's design workshop held on October 4th, 2003. Close to 20 participants including members of the public, agencies, landowners, and business operators plus City staff attended the workshop. There was considerable input provided to the study team on desirable design aspects for the neighbourhoods, major centers and corridors, and countryside areas. The study team will use the comments received as part of the Workshop to create a detailed land use plan for Phase 2 as well as the neighbourhood plans that will be developed in Phase 3.

 

Phase 2 Booklet:

The Phase 2 Booklet provides a mechanism for the City of Pickering to collect comments on the Growth Management Study Phase 2 options.

The Booklet contains information and questions related to five potential options for future growth in Pickering. Responses will be used in evaluating and refining the options, and selecting a "preferred option" for more detailed planning later in Phase 2.
Phase 1 Studies:

Phase 1 of the City's Growth Management Study has been completed. Phase 1 provides valuable environmental and other background information on the study area as input to the other phases.

The three reports produced as part of Phase 1 are:

  • Environmental Systems Analysis Report and Phase 1 Summary
  • Agricultural Community Assessment
  • Background Reports (Transportation; Water, Wastewater and Stormwater; Population and Employment; and Parks, Recreation and Greenlands)

Copies of these reports are available for viewing and short term loan at the Pickering Public Library.  They are also available for viewing at the Planning & Development Counter, and a limited number of reports will be available for purchase.

Phase 2 Open House - Over 100 People Attended

Thank you to everyone who took the time from his or her busy schedule on a hot evening to attend the Phase 2 Open House for the City's Growth Management Study. The Study Team appreciates the challenge in finding time between your work, family and other interests to get involved in community issues such as this Study.

The Study Team was able to learn and better understand the views of many individuals, businesses, organizations and interest groups.

The comments received will be used to assist the Consulting Team in evaluating and refining options and in selecting a preferred growth option for more detailed planning later in Phase 2.

2002:

On May 21, 2002, Council received Report Number CAO 05-02 (Revised), which in part authorized the establishment of a Working Group to assist with the preparation of draft Terms of Reference for the City’s Growth Management Study.  The Study Area includes the Seaton lands and the Agricultural Assembly lands. The Study Area boundaries generally follow: Highway 7 to the north; Sideline 16 and the Pickering - Ajax boundary to the east; the St. Lawrence & Hudson (formerly the C.P. Belleville) Rail line to the south; and the Pickering - Toronto/Markham boundary to the west.

 

Also on July 29, 2002, Council confirmed membership on the Working Group.  The Working Group comprised representatives of Council, City staff, the Region of Durham, the Province of Ontario, the Toronto and Region Conservation Authority, landowners within the Study Area, and interested community groups. The Working Group met several times during October and November, 2002. With the Group's assistance, draft Terms of Reference have been prepared for the consideration of Pickering Council.

 

On December 9, 2002, Pickering Council received Report Number CAO 10-02 concerning the Terms of Reference for the Growth Management Study.  Council also endorsed the draft Terms of Reference, which were provided as Appendix I to Report Number CAO 10-02, and authorized staff to issue a Request for Proposals.

 

On February 17, 2003, Pickering Council received Report to Council CAO 02-03, and approved the proposal submitted by Dillon Consulting Limited, et al. to undertake the Pickering Growth Management Study.

 

At the same meeting, Council appointed David Pickles, City Councillor - Ward 3 to the Study Steering Committee. Councillor Pickles joins the following other members of the Study Steering Committee: Mayor Arthurs; the CAO; the Director, Planning & Development; the Division Head, Corporate Projects & Policy; a Durham Regional Planning Department representative; a major landowner representative (for the Agricultural Assembly); and two citizen representatives.
